it is the valve on the tank has a Safety check valve if you open a full tank fast the check valve will close or reduce the flow turn of the tank losen the hose connection to reset the valve then reconnect the hose and open the valve slowly.you may have to try more than once if tank is over full. If you had a stick burner you would not have this problem
