Illinois mobile cooker questions

Some guys at work made a nice cooker last summer for work cookouts. The problem is it has been used one time and they don't let us have cook outs. It seems like a waste of time and money.

My question is, in Illinois do you need a title and license. I am trying to talk them into letting me use the cooker at the Shannon Illinois contest this summer. A local BBQ shop has a nice mobile cooker that they rent out and it does not have a license so I am kind of confused.

Does anyone know what I need for sure on this cooker??
