NASCAR has tried to limit technology to keep the cost down. Teams still pour millions into research and testing, because they can, but the cars still have carburetors, no computers, no telemetry, and the frames are built from the same steel you can buy yourself locally. Compare that to IndyCar or F1, where technology is encouraged at tremendous cost.
Personally, I'd like to see KCBS outlaw pellets and draft control devices and make fire control a necessary skill. Until then, I'm getting my beauty sleep with my controls.
