No, the event retains the difference in fees. This helps them offset the cost of collecting and tracking the information. If you're not a member and you cook only one event each year, you're better off just paying the additional fee. However, if you cook two or more, you're better off joining to support the not for profit organization that standardizes the rules for events all over the country.
