I just got another phone call from the health dept. folks telling me that I could buy my meat here in Phoenix but to please bring along the receipts to prove that it was from a USDA approved facility.
They then tried to tell me that it had to be in the original packaging per contest rules and I explained that both contest and sanctioning body rules allow cooks to pre-trim if they so desired so original packaging may not be in place. She didn't put up a fight so I think they've been taking a bit of a beating on this topic.
