I think it is because folks are cheap. If they can benefit without paying they will. I have had many people tell me they won't pay a membership to Sam's Club. But, guess what, many of those folks will be there and stock up on those membership free days. In my profession, there are over a million people with a license yet only 40,000 belong to the professional organization.
It's the "what's in it for me mind set".
