Put a layer of crumpled newspaper in the cooler. Then put your steaks on top of that. Pack them in as tight as you can. You don't want any dead air space. Pack more crumpled newspaper into all the voids along the sides and ends of your cooler. Put the 30 pounds of ice (The shrimp) on top, and fill any remaining space on the sides and top with more crumpled paper. close it up tight and leave it closed.
The idea is to have a fairly solid mass with very little air space. The colder the steaks are when you pack them the better.
I've kept meat cold and frozen for up to 12 days this way. One time on a 7 day trip in Death Valley.
