Carolyn taught the judge class here in O'Fallon, MO last year and she gave a bit of that answer.

presentation used to be open. anything goes and it became more of a garnish contest instead of a meet contest. flower radishes, oranges made into birds, etc.

So they outlawed everything but green leaf lettuce and parsley. She didnt really say why but they did just those two. Anyway cilantro was added later because someone turned in cilantro and it made it all the way through on each entry at a prestigious contest. So since it wasnt caught until they were cleaning up the boxes, they decided that made it legal.
