I hear ya', but there's gotta' be a deadline for turn-ins. If there wasn't, when does judging start? When you've got 6 entries to send to a table, no matter when they arrive...all day long? If chicken turn-in is at Noon, and Rib turn-in is at Noon-thirty, when do you stop accepting chicken entries? Why should a table captain's bread tray be held (a few seconds, minutes, hours even?) awaiting the last (couple?) entries while the boxes that were on time are getting cold awaiting the arrival of some inconsiderate team's tardy entry? There must be, as there is now, a deadline certain. Given human nature, no matter whatever cushion that might be established, someone will always push it to whatever limit is established. The system we have now is not broken, everyone knows the rules, they are emphasized at every cooks' meeting at every contest, so IMHO, there's nothing that needs fixing with respect to the rules concerning turn-in timeliness.
