What has really happened here is that KCBS is now organizing contests for hire. In the past they haven't been the contact or taken applications etc for any contest. But now they are and IMO it changes everything.
There's always been an attitude of not favoring any contests, but of course since they are now the organizers they will use all their resources to promote the event. And if they can charge for this they should.
We'll have to wait and see if it's good or bad but it's a big step. I think all organizers should be concerned right now.

But a well managed circuit could be a huge deal for all of us and I'm certainly interested.
