Filling a tank with water is no guarantee that a used propane tank will not explode when you cut into it with a torch. More welders die from cutting open a tank with an acetylene torch than any other welding process. This process includes new tanks as well as used.

Cutting open a used propane tank is the same as defusing a bomb! I sure wouldn't use advice taken off the internet from a stranger on how to defuse a bomb. This is a process best left to an experienced professional. You might be saving money if you do it yourself and get lucky. You might also have some expensive hospital bills or make your wife a grieving widow.
