They would be illegal only because rib tips don't really contain bone, but gristle.

I would see it more like someone taking a slab of ribs and only cooking the first 6 bones or so because they know they won't be turning in any from the other end.

Really... I don't have a dog in the hunt because I'm not paying $8 per lb for pork when I do just fine with 99cent pork.

But it's not so clear cut. I think SRF could adjust their methods to make them legal if they chose to.
