I know they mentioned the bone thing on the rib tip analogy. But just like in Pork KCBS rules says what is legal, Loin back or spare ribs, Rib tips not mentioned. Disregarding the bone rule for a moment, Rib tips not listed as legal cut. By the way, I have a meat saw, I could cut a rib tip that had say 1/2" of bone in it. I would say it is still a rib tip, but just because it has a very short bone in it, is it now legal? It certainly doesn't fit what I think of as a spare rib. I guess this is the point I've trying to make, If someone does some creative butchering to try and skirt the rules that doesn't make it legal under KCBS rules. Now that KCBS has adopted Nat. Pork Board standards there should be no question what a butt, picnic or whole shoulder is.
