I have never heard of dishes and serving items not being returned, but it's obviously happening. It seems that when ancillary categories are involved, an astute contest organizer and concientious rep might want to to the laundry list of items to discuss with table captains & judges, just to make sure there is good communication and a level of expectation set.

It doesn't matter if it's a 99-cent item or $20 item, it shouldn't be taken or thrown away unless it is clearly disposable. When judging or table captaining, I have always assumed paper and plastic are disposable, but not disposable are things that I would clean and put back in my cupboard at home.
