It addressed a problem the BOD sees with non renewal of a large number of memberships each year. They still see a net growth but also a large number of members not renewing. It appears they think it's due to the requirement that you become a KCBS member to become a CBJ. After they have their "badge" they don't see the need to pay again to get a new KCBS card.

After that, it's up to the organizer to decide if they need to belong to KCBS to judge, I guess.
