Sams local contest. Maybe that changed later on but at the start this was the case. So in theory if you can only enter one local Sams contest then the rest of the Sams locals were not open to you. Even if there were openings you could not enter in another local at the beginning. So wouldnt this cause problems for the qualifier theory if all teams are not eligible for ALL Sams local events? I understand its not an invitational but it technically wasnt an open either. Get in one at the start and you couldnt sign up for any other ones even if there were spots available, thats not an "open". So IMHO no matter what state you're in the qualifier thing shouldnt apply for any or all of the Sams locals because of their nonentry in multiple contests clause.
