Part of the Bottom Sirloin Butt. Bottom Sirloin Butt is usually divided into three parts, Ball Tip, Tri-Tip and Flap. The Flap is a continuation of the Flank and is usually ground up or sold as stew meat. Quite flavorful, but too tough to use as a steak without tenderizing (think cube steak).
