After reading some of the comments in the thread below on this matter, I think that some folks have gotten the wrong impression about how this proclamation came into being.
California promoters have been making requests of the Governor's office for proclamations for new contests over and over with little satisfaction. Finally, someone from the Governor's office decided to consult with KCBS to learn more about what these requests were all about and why they mattered. That person ended up talking to Dawn and she explained the details. She also told that person that the requests were not going to stop because barbeque people are very persistent.
Based upon the information obtained from Dawn, the Governor elected to create a blanket proclamation that was open to all promoters to use for contest in the state of California.
So, while Dawn was obviously very helpful in taking the time to explain the situation, she did not initiate the process. The California Governor's Office called KCBS and Dawn answered their questions. I'm sure she would do the same for any other state Governor's office who calls looking for information.
