Getting info was difficult since much of what I found was out of date. The Sec of State has different rules for trailers and RV's, which is confusing, so best to plate as an RV. After a few hours, here is what I finally found:

In 2009, Gov. Quinn signed public act 96-0220 which allows vehicles with max width of 8'6" to travel on all road ways. It then allows that an RV may exceed 8'6" (by 6")if the extra width is attributable to appurtenances, which include awnings and needed hardward. However, you are restricted to roads with 11' lanes for primary travel. You may leave these roads only to get to destination, garage location or food/fuel/repairs.
