Certified Angus Beef (CAB) is a brand and they pick the animals they want and claim it to be the top 20% of choice. They do require the breed be a certain percentage Angus as well but it's not nearly as important as the grading and cherry picking. Black Angus doesn't really mean anything if it's a poor grade. Black cows don't taste better than red ones. It's a cool name and people often misunderstand what's really happening.
If that meat is CAB I'd be really surprised.
