In events sanctioned by chili organizations like CASI, no beans, pasta or other fillers are allowed. That said, when public sampling is part of the deal, fillers are common to stretch the product and give the "non-experts" something closer to what they think chili should be.

Even with People's Choice in Texas and neighboring states I would avoid beans all together, anywhere else in the country I'd probably add beans, but not too many.
