I do recall several years ago when I was in the pork industry, we could not sell hogs with the head still on, and we were a USDA inspected plant. I cannot find the exact regulation but remember people who ordered hogs, could not get them with the head on due to some regulation. I think most people get their head on hogs from state or local operations that don't have USDA inspectors and are regulated by the state. So if your family called a major packer then they are following the USDA rules, or if it was a local place, then Nebraska may have the same rules.
