BOD/Rules Question

I'm wondering about how the rules committee is made up and I figured this may be the place to find out. Is it just BOD members or is it staffed with team members or? Is there a list of committee members somewhere?
The reason I ask is I noticed that the rules committee met and one of the items was about promoters competing in their own events and who attended said meeting.
