I don't think you divide up into Tiers at individual contests. At every contest, it should be every team competing just like it is currently.
Then at the end of the year, KCBS could give out awards to teams in categories based upon the number of points they have accumulated, in tiers based upon the number of events they participated in during the year. Maybe awards for 20+ event teams, another tier for 10 to 20 events and a final one for 9 or fewer events, something like that.
