I think the challenge with trying to establish a formal, standardized way of doing a backyard or true amateur division everywhere is someone has to be in charge of establishing and enforcing guidelines for it across the country. Then the comp organizers are ultimately the ones who have to support the idea and offer both backyard and sanctioned comps at their events. Most comp organizers are already pretty overwhelmed with the compexity of putting on a good event and likely wouldn't be interested in supporting two divisions of cook teams at there events.
