You said the meat was "half cooked" meaning the meat was going to cook for a bit still. If he was grilling the tips (which is the only way to cook a tri-tip) and he was re-dipping and putting them back on a "hot" grill, then that would be ok. The high heat comming from the grill will kill anything from the raw meat. If he had them in a pit @ 225-250 and was mopping them, I would have walked back to camp and made myself a PB&J sandwitch.
