The moment you start supplying food to the public the Health Department will want to be involved. Take money and the tax man wants a cut. Set up on public property and you'll be required to have liability insurance.
It stinks that all this paperwork and expense is necessary, but that's the world we live in today. Unless you are willing to take on such things, you might be better off gathering in somebody's backyard and cooking for fun.
