You set up the contest, provide what ever equipment you want the teams to cook on, provide a good pay out for prize money (at least make it good enough for us to break even on expenses) and watch what happens. I would almost guarantee you that the teams in the current top 25 of KCBS TOY points would be in the top 10 at your event. The type of smoker used is pretty much irrelevant to most cooks. I can cook on wood in an offset, charcoal in a bullet, or use a pellet smoker. I don't need air flow devices or even a Thermopen thermometer (battery operated). Tell me where and when the event is that you want to do this. If the distance is reasonable I will be there.
