To qualify, domestic teams must have won a state championship with a minimum of 25 teams entered, or a competition with more than 50 teams battling in the categories of Pork Ribs, Pork Butts, Chicken and Beef Brisket.

Note - Domestic teams must win state championship. It doesn't call out international.

Additionally, I would argue even if they count Canada, they can't count Holbrook under the guidelines, as Holbrook only had 17 teams. This might still work as (I believe) its a 1st year contest, but also something to consider as its also not called out in the rules for 1st years.
