Unless you want to kill the growth of the KCBS, it would be impossible to do.
There are many areas that are expanding that don't have the judging pool that established areas like Kansas City has.
If you rely on the KCBS to get you your judges, organizers will be forced to recruit judges off the street when they inevitably run short.
In addition, organizers wouldn't necessarily want to have the KCBS handle their judge recruitment, even if they were capable of doing so. I have a far better knowledge of who is reliable, who presents problems on site, who helps themselves to the leftovers and so on then someone in an office a thousand miles away.
The best thing that the KCBS can do is to solicit feedback on judging performance from Reps and organizers and use that information to enforce CBJ's to get remedial training or suspend their CBS status.
