A lot of venders cook with the membrane on, then burn it off when they are heating up the ribs of the grill for service. Seems to work. Most competition cooks don't do that step. I have vague memories of not removing the membrane early on in my bbq odyssey, and I did get the occasional stretchy mouthful of membrane. I wouldn't do it in a contest.
