I write software for a living, as well as doing some security consulting. The off the shelf smart/phone proposal comes with a lot of hurdles. Which platforms are/aren't supported? The current life cycle for smart phones is relatively short and would likely require frequent updates, or completely new apps to be written. You also have issues if certain providers have no coverage, or poor coverage at the contest site. Sprint devices work, but AT&T and Verizon are intermittent for example. There are also some pretty glaring security issues that can be solved, but aren't there with dedicated hardware. As an example, it's not uncommon for me to look for free wifi near a contest site and frequently I find someone at the contest with a network that isn't secure. If I can determine who it is, I'll try to make the time to suggest that they might want to secure it for numerous reasons. Sometimes on of those reasons is that they are giving anyone that's interested access to their forced draft devices that are connected to that network.
The issues aren't insurmountable, but there are probably more efficient options for the long term.
