Blanket Proclamation

How is a Blanket Proclamation worded or created? This is a pain in Oklahoma as well. Not that they don't do it but if you submit too early then they tell you to resubmit. If they forget then you are under the gun calling a Rep or a Senator's office trying to get it pulled off.

I think I could help swing the Blanket thing in Oklahoma since the Governor is from my hometown and we do know each other.
