I don't compete anymore, partly because there got to be too many trying to pick nat manure out of pepper to slant the rules to their advantage. That being said here is my two cents. If I remember right, at the cooks meeting everyone sets there watc to the official clock. How are that many cooks going to get it right down to the second ? When the clock hits 12:00 pm, it does not officially become 12:01 until the second hand makes one more trip around and the minute hand is completely 12:01. I hope that covers Joe's "logic" angle. The human aspect is, many teams travel a long way. All teams spend a lot of cash to enter. Is it truely fair to dq of a few seconds ? But then I don't have a dog in the fight.
