I can't speak for Woo's ribs, but I see that a lot. It's just anoher muscle running across the ribs. I believe that it might be (part of) the muscle that moves the top part of the leg (picnic cut?) foreward. It's tastee on it's own.
Usually, the meat cutter removes it during processing.
