This is my personal response and does not reflect or represent the KCBS board.

Jeff you should understand by now that a few board members try to follow rules set by the board and some do not. I try to follow the rules! We have a rule that the agenda be posted 48 hours before a meeting so that the membership can review it and then decide if they want to speak or listen to the meeting. Along with this rule, the door to sign up for listening to meetings closes at 5 PM central the day before the meeting. On the night before the meeting I send an email to all who have requested to attend. Your name was not on the list when I sent the emails Tuesday night. That IS transparency and that is following the rules. The next day after the meeting I create an MP3 and send it for posting on the web. That IS transparency.
I have no problem with you or any member hearing the board meeting either real time or by MP3. Maybe it would be nice for the membership to know who is running for the board and taking time to listen in and who is not but there is nothing in place giving me permission to do this. So the bottom line issue here is that you did not request to listen to the meeting by the 5pm deadline and therefore your name was not on the email list that was indeed sent out to those who did signup before the deadline. Also if you do listen to the MP3 you will notice that I was concerned that the agenda was not posted as required 48 hours in advance of the meeting. The board members all knew a meeting was scheduled well in advance, but general membership did not. Also when you listen to the MP3 you will hear that I tried to keep the meeting totally open so that the members will know fully what is happening rather than going into closed session. That IS transparency.
