I'm not an IP attorney either but do have one as well as a Patent/Trademark one on retainer and have dealt with a very similar issue regarding poker tournaments.
Rules and Regulations aren't Intellectual Property or else every little league team would have to pay MLB,NBA,NFL, etc, fees/royalties and or saction fees to have a ball game. since those are the ones who are in the commercial business of the conduct of those sporting events.
The gray area would be in the weighting/scoring formula which in fact could be an Intellectual Property of KCBS. Everything else are just Rules/Regulations which are common conduct of any contest be it BBQ Contest or a Quilting Bee.
As for the C&D I would kindly respond with a F.O. Letter...
Because of KCBS, Our Contest in Oklahoma (Smokin Thang) probably won't happen this year........
