As someone who's been T.C. most times I've been in a tent when I chat with the judges at the table about how we'll be doing the box passing, laying down water bottles and such I highly suggest comment cards be used not to mention when reviewing the score slips before giving 'em to the reps if I spot a low score I'll ask whomever wrote it if they forgot/lost or dropped it. Kind of a "nudge" if you will.
I started in the PNWBA and liked the fact that comment cards are required there as teams should be as clear as possible on why they got the scores they did to either improve or know they're at least on the right track, they deserve at least that from us as judges.
Most reps I've listened to do ok in the comment card instructions, a couple really push it but there are some that evidently don't see it as all that important. Personally I think it's part of being a T.C. to encourage it as well.
