Each contest promoter handles it differently. Some will just put up some banners around town, some will have radio and print advertisements, some do nothing at all. It might depend if they are counting on PC sales to make money for a charity, or charging admission to enter, etc. If you are interested in this, best bet is to do what was already recommended, check the santioning body web sites.
