I work for a city in the DFW area and I strongly suggest you do not try and go around the code enforcement and health department folks. They do work on weekends now, they do watch out for this type of thing and they do write tickets for it. Go to the City you are looking at, visit with the code enforcement and/or health department folks and try and work it all out. They are there to protect the public and trust me, they have seen all kinds of oddball ideas, not that yours is, so they tend to be very careful.

If all of that does not work and you feel you must do the food, go into an unincorporated area that is not going to be inspected.
