Smoker advice

So I'm looking at either getting a new smoker or modifying mine to work better. Currently I have a brinkmann smoke n grill from bass pro shops for $50. Its charcoal for those that aren't familiar. Anyways I find it pretty difficult to keep the temp constant. I feel like even with the constant tending it is still very finicky. I was considering putting a couple holes in the charcoal pan to get a better airflow.

Besides that option, I was considering either a better charcoal one, propane or electric. I would consider myself to still be a beginner. I smoke a variety of meats but I've never smoked fish. Since I can never seem to get the wing working perfectly, I don't want to spend a lot on a nice piece of meat to smoke.

Looking for any advice from veteran smokers that can lead me in the right direction.
