If price is your biggest factor, WSM will be hard to beat. You can get a controller than can handle multiple cookers (I'm a Stoker guy, Guru's are great) and add to the family later on. I would recommend going up to a 22" over the 18" just to get extra cooking space, but let price be your driver. You can also use some insulated blankets / water heater blankets to help insulate it.

That being said, the BGE recommended below are great cookers and versatile in also being a grill. I don't have one (would take one) but at the price, I would also consider a Backwoods Chubby. Insulated cooker, gives you some room. If you're willing to really go up in price, I'd recommend a gravity fed smoker. I've got two and love them, they're a great cooker.
