Usually ICS has standard turn-in times like KCBS. You also have only three hours to cook the chili. For A 1pm turn in for red chili, you light your fire at 10am. Chili Verde (green chili) is the same way, but turn in is one hour apart from the red chili. You can prep all your meat at home prior to showing up at the contest. You cannot prep veggies at home, they must be done on site. Many ICS events also have a salsa category. Salsa can be made at home and brought to the contest prepared.
ICS events are a lot of fun and much less expensive and work than bbq. I wish there were more in the south. Hope this helps.
