I think you have missed the point here. The problem is someone cooking on their wood balcony and the grill starts the tinder dry wood deck on fire. Usually this happens in the middle of the night from a dead cooker. Can you imagine the odds of all the people getting out of an apartment building when a lower unit is blazing? I've seen it happen. Also, in most states they have laws, under their life safety section, prohibiting any fuel burning equipment close to multi-family housing.
