What would you do...What should have been done

Hypothetically....if you encountered the following at a competition how would you handle it and what should be done.....

Situation...
You're cooking in a KCBS sanctioned competition.
Lets call the two teams next to you TeamA and TeamB
Early Saturday Morning (around Midnight) you witness someone from TeamA maintaining the fire for TeamB. Nobody from TeamB is present and the member of TeamA is stoking the fire for TeamB, adding wood to the firebox.

A few hours later TeamA approaches you to ask to borrow something. You ask what's up and they tell you "Oh. TeamB's fire has gone out"
You mention that you didn't think it was appropriate for them to be working both their pit and the pit of TeamB.
Ok...so he calls TeamB on the phone and stops coming over. However, another member of TeamA starts coming over to site of TeamB to work the pit.

Now....what would you do and what would you expect to happen?
I've never witnessed anything like that....is it more common that I assume?
