I cannot say why some judges do not use them. John and the Harwells both heavily encourage their use at events as do other reps at events I have been to this year. I use them when I can. Sometimes time is an issue. An example would be - Our table was last to get their boxes in a catagory and first to get them in next category. There sometimes is hardly enough time to dump your plates and get the next ones up. If a judge is rushing through tasting then the teams will cry about that. So a happy medium must be reached and sometimes I just have not had time to fill one out. I have filled them out for terrible entries (less then a 5 score) as well as a 989 or a 998. That one thought I have to offer maybe next time makes it a 999. But having also said that the rest of my table could have been all 999s or maybe they had lesser quality entries then mine was. In the end me filling out a card saying just tweak this one little thing may actually be a waste of time if everyone else had poor samples.
