You cannot make bbq sauce in your home for sale to the public. The cottage industry rule only covers jam and jellies and some baked goods. You need to make it in a commercial and inspected kitchen and complete better process control school and register the facility with the dept of ag and or the fda.
You can make it for your own consumption all you want.
