I would hope that your brisket has enough moisture in it to hold the rub on. I don't use any liquid and I can get several different layers of rub to stick, I usually sprinkle on the first layer, let it sit until it is all moist, then add the second layer. Repeat as many times as you want to, I have done 4 or 5 layers successfully.
